  17. known: Kennedy, Heinz, Rockefeller. But now a Capitol Hill
  18. newspaper has come out with a list of the poorest: Senator
  19. Chris Dodd has a net worth of $9,000. Congressman Bob Dornan
  20. has zero. But at least they're not in the hole. Congressman
  21. Barney Frank is $65,000 in debt. Senator Joe Biden comes in at
  22. a minus $166,500. Congressman Gus Savage, who the House ethics
  23. committee concluded last week made improper sexual advances to
  24. a young female Peace Corps volunteer, is $10,000 in the red.
